The book is an autobiographical account of the author's journey through life beginning with the pre-partition years of India. The author's ambivalence about what really happened at that time and why, is reflected in the book along with stories of his youthful days in Bengal and of the school years in the social and political context of the country. The communal divide of India, the political negotiations and the terrible conflicts at the time of the independence of India and Pakistan are briefly captured. Coming to East Pakistan was not without a silver lining. The short lived enthusiasm for Pakistan gave way to discontent and apathy due to neglect of East Pakistan by Pakistan's rulers. A new nationalism in East Pakistan soon emerged based more on Bengali ethnicity, language and culture.

Annual budgets in developing countries in general are historically regarded as the intellectual output of the ivory tower economists and policy planners of these countries. It has been no different in Bangladesh where the budget-making process has largely remained a non-participatory exercise in terms of interacting with the representatives of the poorer sections of the society. The present work critically examines the annual budgets in Bangladesh with particular focus on the social sector and attempts to capture the perceptions of the poor people. Based on an IDPAA research report, the book aims to illustrate to what extent the poor participate in the budget-framing process and what is their share of the resource allocation in the annual budgets.

The present volume is a compilation of articles originally published at various times in the Journal of Bangladesh Studies.
